What this PR does / why we need it:
This PR adds an integration test for bloom building and outdated metas and blocks deletion. it also fixes some issues discovered while testing.
Special notes for your reviewer:
The test currently uses sleeps to wait for compaction and bloom build to finish. I tried looking at the metrics (see commit diff) but these are not refreshed after a component restart. I think this happens because we reuse the prometheus defualt register across components and restarts.

Note that Promtail is considered to be feature complete, and future development for logs collection will be in Grafana Alloy. As such, feat PRs are unlikely to be accepted unless a case can be made for the feature actually being a bug fix to existing behavior.
