chore: Turn off renovate golang and loki-build-image updates

What this PR does / why we need it: Some of the directories such as the operator require a different Go version than the main Loki directories. Since this is a major dependency, each directory utilizing Go or the loki-build-image should have intentional upgrades for these components.
