The main change/goal of this PR is to upgrade dskit, mimir and mimir-prometheus to latest. Piggybacking, as a consequence of fixing the build:

Updated code to the "new" (not so new anymore) iterator interface from mimir
Don't use gogo for errorx proto generation
Get rid of the RateLimited struct, we already have TooManyRequests that maps to the same status
