Helm: manage alertmanager tenants config #3442

After merging this PR we now can manage alertmanager's fallback config within chart. But is there any way to configure alertmanager tenants config without mimirtool? As an example, we have good doc about ruler's config dir structure. Maybe there should be similar for alertmanager? Or how about add additional container to the pod, that will upload/update configs using mimirtool?
