Allow action to comment the URL(s) of cloud test run on pull request #3

Rename TestResultUrlsMap to TestRunUrlsMap to make it more explicit.
Add functionality to comment links of cloud test run urls on pull request.
If the comment already exists, the workflow will update the existing comment.
Add new optional action input to stop it from commenting test run urls
