Verify if dist directory is consistent with the changes or not in CI

Fixes #7

• Add .node-version file to specify the specific node version to use
• Add new CI workflow which will generate the dist/ directory in action pipeline and succeed only if the committed files are exactly same as the one generated in the CI. In case there is some discrepancy, the pipeline will upload the correct dist/ code as workflow artifact as well
