slo - capture query and health duration - label with error source

For SLO metrics for all sqlds clients

• fix query duration to capture both external and internal duration
• add health check external duration ( doesn't really seem to do anything internally )
• refactor - move/delegate connectivity logic to a connector
• refactor - move/delegate health check logic to a health checker
