Since there are no variants of Czech language there is no point of having country in locale used for messages.properties file name. All other languages without variants have no country suffix in filename so it is inconsistent now. Also cs_CZ file works only for cs_CZ locale but cs works for both cs and cs_CZ (or even cs_whatever - tried by adding lang request parameter to URL of Grails application). In this regard it is backward compatible (however since the skeleton is used only for new projects backward compatibility is not much of an issue).
