Remove snapshot repo since groovy 4.0.24 is released #926

I think this is actually necessary for the groovy-joint-workflow at the moment. Also it is good for when you want to test with groovy snapshots locally. It does not add the repo if groovyVersion is not set to a snapshot version.

I believe there are 9 Grails Projects with the groovy-joint-workflow.
