`BeamPlacementWithoutClampsAction` should allow `GroundContact` Beams to touch env_models #126

This was failing check_ik because the element is touching the support at its final move 2021-10-07 12_06_59

Turns out this was already implemented and it was not the reason previous check_state failed. I had incorrect env models in the process.
