iperf3 version for Ubuntu 22.04 (v3.9) doesn't work under Gramine.

iperf3 version for Ubuntu 24.04 (will have at least v3.15) will work under Gramine.
So we can remove all those explanations why we build manually, and what's the problem with iperf before v3.10.
