update Gnome runtime and sdk to 44
change python 3.9 overrides to python 3.10 used by Gnome 44
install libsoup 2.74 as an osmgpsmap dependency because Gnome 44 dropped 2.x support apparently
I was hoping to push this update to flathub in a few days since it is a version update. Please let me know if it needs to be held longer.
