update process_withdrawals_root in electra #31

this PR enable blinded_block_processing tests in electra, update process_withdrawals_root with modified get_expected_withdrawals in the specs.

NOTE: some below errors still persisting

@Tumas I saw you disable blinded block processing test temporarily in electra. could you please review this PR?
