Icare is a custom "layer" of both frontend and backend, added on top of SkyPortal and shipped with added modules, to provide the features required only by Grandma.
This PR adds a new version of skyportal-fink-client, running fully as a microservice, and that adds: annotations (including galaxy crossmatch within 10 arcsec max), thumbnails, and more.
Hopefully, this optional microservice will be added to SkyPortal later on.
