I saved the items I held and wore using /sk save, but new users are not given the kit. When I type /sk list, the screen just shows /sk

I am OP, so that is not the problem. I have given new users (and all others inherit) permissions as described.

What am I doing wrong?

If when you type it just says /SK there was a problem loading the plugin. Check your console log to see what went wrong and post it here.
