Simplify GHA runners #68

My university has been slow to confirm my academic affiliation / courtesy appointment, so I'm about to run out of my current GitHub Education Discount :-/

Hopefully this is resolved soon, but I want to preemptively reduce the GHA load just in case.

Also, we only run the tests on Ubuntu, so the other runs are really just wasting energy up in the cloud.
