Modify IPU JAX notebooks to be compatible with Paperspace Gradient.

Small modifications to the repository and notebook to add Paperspace compatibility:

• setup.sh script to setup Paperspace IPU instance;
• pip install commands to install JAX for IPUs;
• README link to Paperspace;
