docs: a page about eval() #2213

Description

Relates to #1950

I have also renamed the page "Evaluating" to "Adoption Analysis" to avoid the ambiguity between evaluating the project and using eval. Open to other names for it! ("Evaluating" is still called that on the Version 4 docs)
