Autogenerate pbiviz downloadable on git tag push #59

[x] on git tag (git tag 0.1.2) trigger a build
[x] ensure build uses that tag for version numbers: UI, pbi file
[x] save generated pbiviz as part of github tag downloads
[x] include version badge + link to tag download page on readme
