[BUG] Documentation is missing "List of functions" for versions 0.9.14-16 #2667

Describe the bug The "List of functions" in the online documentation is empty for versions 0.9.14, 0.9.15, and 0.9.16.

To Reproduce Navigate to the "functions.html" page of any of the above versions and the "List of functions" section should appear empty.

See version 0.9.16 list of functions for example: https://graphite.readthedocs.io/en/0.9.16/functions.html

Expected behavior It is expected that the documentation should contain a list of available graphite functions and their descriptions.

See version 1.0.0 list of functions for example: https://graphite.readthedocs.io/en/1.0.0/functions.html
