Timelock the Dai people contribute and give a part of it back #110

Since the listing fee mechanism is mostly to prevent spam, a better way to implement would be timelocking this Dai and giving it back after a time excluding some amount to use to grant to community developments.

I think 10 Dai is not to much to ask to list a project. and the pool of money can go towards interesting stuff.

We also need to have DAI in the pool incase the project is challenged so we can pay the reward to the challenger.
