Couldn't access Everest Charter #246

Short issue description After clicking Charter on the main page, I am getting IPFS error as follows:

Environment details: OS: Windows 10 Home, version 10.0.18362, 64 bit OS Web Browser: Google Chrome, Version 83.0.4103.116 (Official Build) (64-bit)

As it happens, it is the same bug as #97 https://github.com/graphprotocol/mission-control-curator/issues/97

In comments 6 days ago someone claimed that it's fixed, while apparently it is not yet.
