Update rewards logic #90

This PR does two things:

Introduces a change log
Introduces a stop-gap rewards design, as described here, to address some of the concerns mentioned in #85.

This change was primarily made to unblock the current round of smart contract development, and it is likely that we will revisit these rewards calculations in the future.
