Starting a fresh Phoenix app prevents the installation of :plug_graphql deps because Phoenix is locked at poison 2.1

Merging this but will update to prevent the reverse conflict with older phoenix versions

Thanks! Updated this to allow 1.5+ and 2.0.x (see 7db3a6194882137278b75a5621621141aa526af6)
