feat: esm compatibility #1138

Relates to https://github.com/graphql-nexus/nexus/issues/1089

switch to eslint (tslint is deprecated)
rewrote util/getOwnPackage to be ESM compatible
add .js extension everywhere (ESM requires those)
update packages

I'm stuck at some TypeScript errors though.
