Add flake8 pre-commit hook and fix violations.
There are a lot of flake8 violations, so I've initially ignored a bunch of rules and all test files to keep this diff manageable.
Most of the fixes are to remove duplicate imports

Why are there lots of violations? we weren't running flake8 as part of the build until now?

@ekampf no we were not running flake8 in this repo before. Better late than never, eh?
