A user will initially receive 2 KES equivalent of CELO i.e 20000000000000000 wei as of 02-02-2023
Once the users gas balance is below 1 KES, an additional 1 KES will be topped up
The cooldown is 24 hrs i.e. 1 top up per user per 24 hrs

A standard erc20 transfer costs 60k wei, current gas price is ~ 5 GWei. That translates to around 30txs. How demurrage transfers can cost approx 450k which is roughly 4 txs (Assuming 450k usage is fixed).
