Develop and publish Fraud Prevention Policy #1088

Define behaviors which constitute fraud on Gittip.

Create a statement listing the measures taken to prevent fraudulent behaviors. List the steps taken when fraud is suspected. List the actions that will occur when fraud is detected/verified.

Publish this statement (or a link to it) on the Fraud page.

Consider linking to it on Privacy page and Terms page.

Keep a version history of policy revisions and publicly display the "last updated" date.

We had borderline suspicious users during Gittip 85 (#1913), which started a conversation that we continued on #1914, before @bruceadams redirected us here. Also: IRC.

My original motivation for writing this ticket was to solidify the credibility of the Gittip organization, not users' feelings of safety as being discussed in the IRC conversations above. While user safety IS important, an official fraud prevention policy is necessary to legitimize and protect Gittip's activities in the eyes of governmental and law enforcement agencies.

For example, what would happen if anti-government supporters began donating to a terrorist account using Gittip? By providing the financial vehicle for these activities, Gittip could come under investigation for its role in allowing this to happen. Whether or not Gittip has actually done anything illegal, we need policies in place that explicitly condemn illegal activities made possible by Gittip's existence.
