High-touch disburse largest balances #1225

Reticketed from #1205.

We have 13 balances > $1000, which accounts for about 25% of our total escrow. Rather than including these folks in a MassPay, let's reach out to them individually and get those taken care of. Let's reserve the MassPay option for the long tail.

I've gotten SYN+ACK from four of the remaining top 5.
