The value we're trying to provide is:

Assuring individuals that an organization is domiciled in a certain country.
Assuring organizations that an individual is a citizen of a certain country.

These assurances have value because they give the parties (organization and individual) the necessary information to make good decisions about tax treatment.

Something for 4.ii Expand Payroll Beyond Gratipay: When someone on staff at a Team I'm applying to or working for views my identity info, I should get an email notification to that effect, possibly with an opt-in required before the person gets to see my info.
