We require a public homepage for each project that describes what work is being done. It doesn't need to be the repo itself. How are you going to distribute your software without a public repo or a website?

The reason for this is that projects on Gratipay need to represent work being done to receive money. Without a public website, how can a person be sure that work is being done, rather than you just setting up a Gratipay project to receive money? Why would a person give you money for a project when they can't access the product?

I'm not trying to be antagonistic, just spell out the thought process behind the terms of service.
