move repo to Grattan #36

before this package is 'launched' internally, the repo should be moved to the Grattan institutional account

Do you @wfmackey @jonathananolan think we're at that stage now? It seems stable to me, but I'm interested if you've tested it

Was this meant for grattandata? If so, yep I think it's ready now.

Also @MattCowgill I can't formally transfer the grattandata repo to grattan (I don't have access to settings).

I can just start a new repo there instead. Let me know.
