Report number #59

I propose that \GrattanReportNumber be deprecated and instead we assume the grattan.cls file on the master branch here will be downloaded before each report, as checkGrattanReport(compile = TRUE) does automatically. Instead of using a placeholder right until release, we only have to make sure the report number is incremented after each report publish.

Also I propose that working papers and reports have the same numbering: i.e. Report No. 2017-01, Report No. 2017-02, Working Paper 2017-03, Report No. 2017-04.

Alternatively we could just abolish the number entirely.

I noticed that the Report No. was 2017-00 just before release tonight

So the report number would be determined by the cls file - I don't suppose you can set it up to tick over automatically? If not, I'd leave it as it is, given you've also got to get the ISBN anyway (unless you've worked out a way to auto-generate it?)
