Basically, it's easy to see a bad choice of hyphenation, but harder to see what LaTeX has done if told to avoid bad hyphenation at any cost. (For example, it might decided to push text into the margin.)

Fair point – there are worse things in life than a hyphen over a page, and we don’t want to find out what they are…
