Top navigation bar obscures headers after clicking table of contents links #435

Steps to reproduce

  1. Visit a docs page
  2. Click on a table of contents link in the right sidebar

The header will appear under the top navigation bar, making it unclear at first whether the user has navigated to their chosen heading.
