This PR bumps the coordinate dependency to the tip (including a couple of tweaks on top of that - see below). Tested with multiple runs of enabling/disabling HA on a 3-node cluster.
Requires https://github.com/gravitational/etcd-backup/pull/6, https://github.com/gravitational/coordinate/pull/16.
@wadells I bumped coordinate to v4 and this required the etcd-backup bump as well - have a look.
