Publish Teleport AMIs to AWS GovCloud Regions #10026

Request is to have Teleport publish AMIs (specifically FIPS) into the AWS GovCloud regions

If we can't publish to GovCloud, we should look into make it easier to build AMIs.

That said, the process to get ami’s from commercial to govcloud is full of awkward gotchas involving encrypted end snapshots.

The easiest route is figuring out how to check the box to deploy to govcloud the standard way.
