Teleport Cloud holding onto non-existent metadata URL.

Expected behavior:

When adding a OneLogin SAML connector it should work and not error out.

Current behavior:

When using the entity_descriptor_url for passing the OneLogin URL you can get his with a 404 even if the SAML connector is completely deleted.

Bug details:

• Teleport version: Cloud 12.2.4
• Recreation steps: Add OneLogin metadata URL. Delete connector and try to recreate. It's hard to reproduce this.
• Debug logs: Some were in Grafana (within the slack thread)
