Clarify how import works along with how Okta import rules are applied #28947

Details

It's not clear that Okta applications and groups are all imported and how Okta import rules interact with the imported documents. For example, it can be confusing and lead to readers believing that Okta import rules dictate which Okta applications and groups are imported, not how labels are applied to those applications and groups.

How will we know this is resolved?

It should be clearer to the reader how Okta import rules affect imported applications and groups.

Also,

The doc should note that the okta applications will not be proxied like app access applications are proxied. Teleport instead issues a redirect. This means the okta application will not see the traffic coming from the teleport agent.
