Create a guide describing how to create a token via IaC and join with this token.

How will we know this is resolved?

A terraform, operator or tctl user knows how to create a token via IaC.

Might be some overlap here with the "Deploy Agents with Terraform" guide, though that guide is more of a holistic example that only mentions one kind of join token (and only one IaC tool).
