Member of access list receives notification review is required by them

Expected behavior:

Only owners would recieve info they need to review a access list.

Current behavior:

The user bob is a member of this access list, not a owner. Once the user visits the Access List a notification appears they need to review by a certain date.

Bug details:

• Teleport version: 16.0.1

• Recreation steps

  1. Create a access list with different owners and members
  2. Have a near expiring review date
  3. Login as a member
  4. Navigate to Access Mgmt and select that access list
