UI: support notification routing rules for self-hosted plugins

Expected behavior:

When self-hosting and having Slack integration running, when accessing the Notification Rules view. should be able to create a new notification rule, or even edit existing ones.

Current behavior:

Despite having the Slack integration working, I still see a warning tooltip and am unable to create a new notification rule. The tooltip is always present, even after I created an access_monitoring_rule using tctl. I cannot edit the rule in the web view because it does not recognize that the Slack integration is working.

The notifications rule are working by sending messages to slack, however I cannot edit them, or create new ones in the UI.

Bug details:

• Teleport version: v16.0.4
• Recreation steps: I have installed the slack plugin as described here. Its working, I just cannot use the UI to create or modify notification rules because of the tooltip

Im using the v16.1.0 version and I can edit the rules now, don't know if something has changed there.

The problem when creating new notification rule via button persists.

@carloscastrojumo Thank you for the report. Notification routing rules UI currently requires hosted plugins. We don't have capacity to add support for self-hosted plugins this quarter but we will evaluate during next quarter planning.
