Configurable option to notify users that their session is being recorded #44231

What would you like Teleport to do?

Provide a option to notify users that their session is being recorded. Allow Teleport admins to enable a message that is displayed to end users when they start an SSH, Windows, Database or kubectl exec session to inform them that their actions are being recorded.

What problem does this solve?

Employment laws in some European countries, particularly in the DACH region (Germany, Austria and Switzerland) intended to protect the rights of employees, require employers to inform employees that their actions are being recorded so that they are aware of this before a session starts.

If a workaround exists, please include it.

Use tctl ack create to create a permanent alert that is displayed to users every time they log into Teleport that sessions will be recorded.

The best place do to this today is the message of the day feature, which is shown to all users on login.
