fix: apim project structure

The goal of this PR is:

add a missing bug fix in the gateway changelogs
rename the dedicated fiel and add the missing 4.5.1 changelog
add the missing 4.4.13 changelog
have consitent stucture between 4.2, 4.3, 4.4 and 4.5 dictories because changelogs are automatically generated from APIM project

Is it ok if we let you rebase and merge @garethbrinn when you have tested it and estimate that it's ok ?
