[Jupiter] ReadOnly EL TemplateContext

As an API Publisher,I don’t want to be able to modify TemplateContext from EL in order to make the chain complete properly.

• linked to v3 policies relying on their own variables (especially EvaluableRequest & EvaluableResponse)
• These variables should be readonly so when set by Jupiter engine, they can never be replaced
• It should throw an exception to let developer knows
