As an Async API Publisher, I want to establish a persistent connection between my API and my Kafka cluster.

Persistent connection - configure reconnection settings :
- reconnect_backoff_ms
- retries
- retry_backoff_ms

:superhero: Acceptance criteria

[ ] Given an Async API with a Kafka endpoint then I can establish a persistent connection and get reconnected in case of network failure.
