Avoid to log GeoIP error stackstrace

Describe the bug :

when upgraded AM from 3.20.7 to 3.21.10 and on startup, started getting “No handlers for address service:geoip”.

have never included geoip plugin in Gravitee AM but it started to fail after an upgrade, but using fido2.

This issue will be fixed in versions 3.21.12, 4.1.8, 4.0.6
