Updating categories on V4 APIs using Console use Category's key instead of Category's id #9646

How to reproduce

Open a V4 API in the console
Add a category and save
Check the categories array (in the GET response or in database), the array contains category’s key

Expected behavior

V4 API categories array should contain category id

Note: an upgrader is required to update API that have been updated with categories
