Describe the bug :

Deprecated plans are no longer accessible in the Policy Studio.

To Reproduce :

Steps to reproduce the behaviour:

  1. Create an API with a plan.
  2. In the Policy Studio, the plan is visible with any flows.
  3. Deprecate the plan.
  4. The plan and any flows are no longer visible in the Policy Studio.
  5. The deprecated plan and flows are still present in the API definition.

Expected behaviour :

Deprecated plans and flows should still be visible in the Policy Studio.

Current behaviour :

Deprecated plans and flows are not accessible in the Policy Studio.

This issue will be fixed in versions 4.1.24, 4.4.8, 4.2.18, 4.3.12, 4.5.0
