I think it should be at least possible to render tree symbols without forest background, because we do it for some areas.
I'm not sure, but there are naturals without symbols (say, heath). Such naturals can overlap cemetery symbols, so it is better to render all backgrounds first, then all possible symbols.
I would expect that rendering both patterns would look bad.
Maybe on that situation cemetery should be rendered above forest?
It would exchange hiding information that cemetery is there to hiding that forest is there.
It may also be too complicated from technical side to do that, but for now I am thinking about what would be ideal to render.

@andreynovikov Is http://wiki.openstreetmap.org/wiki/Standard_tile_layer#Rendering_order helpful to explain the difference (if not I will expand/improve it)?

Cemetery stones should be rendered over wood and other natural backgrounds.
When small pieces of woods inside the cemetery, it overlaps cemetery landuse.
